PPDO-Isabela The Provincial Planning and Development Office (PPDO) serves as the primary planning, policy formulation, and coordinating arm of the Provincial Government of Isabela, as mandated under the Local Government Code of 1991. It is tasked with the preparation, integration, and monitoring of comprehensive development plans, investment programs, and sectoral strategies that advance the province’s vision of inclusive and sustainable growth.
As the technical arm of the provincial government, the PPDO provides direction and support in translating development goals into actionable plans and programs. It ensures that local development initiatives are data-driven, participatory, and aligned with national and regional priorities. The office also facilitates coordination among local government units, national agencies, and development partners to foster synergy and coherence in the implementation of various programs and projects.
Through its four divisions - Plans and Programs, Research and Development, Monitoring and Evaluation, and Administrative Division - the PPDO continues to play a vital role in steering the Province of Isabela toward balanced, resilient, and sustainable development.

Development plans and sectoral/thematic plans are prepared in accordance with established procedures and standards.
Plans are implemented to achieve targeted goals with project outputs and impacts continuously monitored and evaluated.
A provincial data bank of accurate, up-to-date, and relevant development-planning information is established and made accessible to the public.
